You should take the listed items that you have written, all good ones and call a local Panamaniam Newspaper. Tell them all about Pedro Borges and the PNMS story. Better yet, Pedro is Cuban, call a local Miami paper, largest Cuban population in the US and recant the stories of Pedro.
See the key is not rehash what he did to the people on message boards--they already know---the key would be to expose his fraudulent behavior to his own people.
That generally has more effect and lets his people know bad a person he really is. IMO.
