Why would they put a PR out about something that may not happen for 10 years but dont put one out about something that has been done, like raise the AS to 2.75 bill for no reason?
I think its because PRing a reduction is good for stock sales whereas PRing an increase would not be.
This is always the reason with these high floaters, and this one is no different.
