what are talking about? the test did it's job and the banks rasied the capital. Now their paying back the tarp (with interst)and their recovering. Won't be the same old banks and with the new fed regs and persons in they won't take the same risk. That's why their stocks have risen off their bottoms and they will continue to rise quarter by quarter....especially the good ones will rise faster.
