The only way the NSS would not have to cover is if there was never an accounting of shares before the company dissolves (goes bankrupt). Once this stock moves to the Nasdaq or any other method to cause accounting of shares the NSS will have to cover.

this stock is the best most reliable stock in penny land .I owned it three times and I wish I still did.Now Im stuck in a stock i dont like and its not going nowhere fast.As soon as it goes up and I make a profit Im buying back into spng so go spngers!
