I'm not going to argue with you, rocketeer. You see things your way, I see an o/s that has not changed, even though it could, to pay off this judgement.
I don't know why DR has not 'pushed ahead'. I would imagine there's more than what meets the eye. Perhaps it is in the best interest of LTC to resolve the issue fully, first, before pushing ahead, and bonehead manipulators seeking the cheapest of cheap shares make it difficult to satisfy the judgement without blasting the o/s all to h*ll.
