One "pays the bills" when they're current with their bills.
When they're overdue for 3 or 6 months, they're debts possibly requiring interest payments on them. Being so late also means their vendors are likely not willing to sell them anything else unless it's for cash on the spot.That's more likely the reason why they curtailed their operations - no one would service them without payment upfront. It's another form of a death spiral.
On the other hand, TIV could actually think they'll be making a lot of profit and still need to raise money because they need the cash to bridge the gap from now until the dough starts rolling in. I'm sure that's what they're telling potential suckers, um, er, I mean investors.
