If you are referring to Obama's description, then probably not. Those are projects which have clearance but no financing. We have financing but are in need of our EFSEC permit.
Talking with Mr. Bass a few months back, he mentioned that Laidlaw is pursuing government stimulus money for another project in MA.
Laidlaw has a lot going for it, including (importantly) the existing boiler.
However, "shovel-ready" usually means all permits and environmental reviews are completed. That is what happens in th eEFSEC process, so... I don't think we are there yet.
