You are nuts if you think the record date for the divy is anything other than after the first week of august. FINRA has to be notified of the divy and they are the ones that set an offical record date for the dividend. The shares of the new company aren't even trading yet. I have never seen a record date declared in a PR that has been in the past for a dividend that is to be distributed in the future...
