Very common for that to happen...We are dealing with Market Makers in OTC. Which they manipulate the markets if they want. If we could trade ECN routes in OTC it would execute with in a 1 second..

(ECN) Electronic Communication Network : An ECN connects major brokerages and individual traders so that they can trade directly between themselves without having to go through a middleman.

With MM (market maker) he is the middle man causing the the trade not to execute with speed.

I posted this about a week ago. Its a little bit of a read,but shoud hopefuly clear up some questions about bid and ask weirdness.
