From what I see WSRA has 3 main projects , the Gold basin , Gold river , and Desoto/Bluebell. GDSM in comming in on the Gold river project. The Desoto/Bluebell is "patented" haveing been purchased and is now owned outright by WSRA. That's where the central plant is suposed to go. See #4. General notes at the link below.
