why wouldn't they keep the lines of communication open?

Taking the grant money might be a problem down the road if there were no business and no hiring of local employees. Could there be government charges of fraud in that situation?

But as you say, why wouldn't they keep the lines of communication open? If business picks up, they would have a fast track to expansion. Is Royis still having health problems? Maybe that is an issue here at his age.
