This is getting old...how about:

1. Frying everyone in JAIL
2. Letting everyone out on a general amnesty

You have done a mass frying before but you have never let everyone out before. Try it. What is the worse that can happen? If they violate the TOU again, then fry their sorry asses. You are not attending to the people in here so either shit or get off the pot. The JAIL needs a fresh look anyhow. Let's start from square one.
