You usually see TAs gagged

When there is heavy dilution. The companies don't want anyone to see the day to day increases. But then most penny stocks are scams and heavy dilution is the way they make money.

If you get out of the realm of penny stocks and into the world of fully reporting exchange stocks, you rarely see a gagged TA.
