The only thing your wrong on is the charge of the phone calls. I used to work for one of the largest providers of inmate calling platforms. The calls are no where close to .23 a minute. Most are like anywhere from 2-3$ connection charge and anywhere from .89 to 2-3$ a minute in some cases. I have seen a 15 min phone call from some jails in alaska run 40$-50$ thats no joke.
