Why is a BK Prosecutor from NY and not CA involved with all these companies, and what's his interest / involvement in PGYC?

Also, that second report that just got posted up is interesting, mentions the total value CAD ~113 Million and US <100 million. Interesting that neither come close to the 200+ million PGYC has pr'd.
