That's because the 0.008 from the previous day was a paint job of 2000 shares. Otherwise, HMGP would have closed Monday at 0.004. So, in reality, today's trading at 0.006 was a move up.

I replied to this Hemi issue sometime ago, actually paid a visit last time I was in DC, by going to the following link and completing the proper action to start the process.

I encourage all who see an issue with the current trading patterns including T-trade activity of Hemi to do the same.

Get enough complaints ID'ing the same Hemi trading issue can only help and it is as easy as posting here on this site
