If the cooling system Theta[JA] is improved proportionately with higher power, it does not mean higher leakage.

Well, actually, no. It has to increase more than proportionately. First, the temperature differential between Tcase and Tjunction will increase, so Tcase has to be maintained at a lower level to keep the same junction temperature level, which is what controls leakage.

Second, for a larger power dissipation the ambient temperature inside the case will be higher, meaning again that the cooling system must be improved more to compensate.
