wbmw, thanks for your response. I should have prefaced my question with a disclaimer that my knowledge of computer technology is very limited. My shortcomings in this regard make it difficult for me to understand your answer (obviously my fault not yours).

Perhaps I can rephrase my query:

1. If my desktop system CPU has power management facilities, would I notice it is balky when it is presented with a workload that requires additional cpu power?

2. If I am working intermittently at various tasks - for example web searches, e-mails, and the general sort of 'stuff' office workers do all day, is the throttling sensitive enough in such an environment to meaningfully reduce overall power consumption.

3. My system at work constantly recieves data (real time stock quotes) that updates my screen. This data arrives at random intervals but several per second would be typical. Would this sort of application defeat the throttling mechanism?
