I don't know about the mass production abilities, or whether a facility would have to be built or one just modified, but note that NNVC already has the attention of CDC, NIH, DOD, WRAMC and the Armed Forces institute, and at least one Big Pharma.

2-4 years is OK for normal times but now is NOT normal.

If the powers that be were of a mind to do so I suggest that manufacture could be scaled up in 2-4 DAYS, not years. It would require the efforts and facilities of others besides NNVC but COULD be done if there was the WILL.
