NDT, I don't even play a smart person on tv so hopefully this won't come off sounding condescending but pre-salt oil is a relatively newly discovered oil formation because of its increased depths.
Maybe the engineers you talked to were focused on post-salt oil formations.
The pic below strongly suggests there certainly could be "rivers of oil" of which the Tupi Field is one.

Lest we forget the reason this topic is so important to ERHE SHs is long ago and far away South America and Africa shared the same land mass before its split. What's proven to be off the coast of SA is also believed to be off the coast of Africa. Furthermore, the same companies are involved in EEZ's preliminary delineations, if I'm not mistaken which is possible.
Albeit the EEZ's fruition is better left to our children and grandchildren.
