Not true, they have developed some but not the current batch waiting to be released. Cowboy rodeo developed air conflicts, studio archcraft developed black sigil, and No Way studios developed CORE. Graffiti signed deals with them to publish the games.

But, the publisher also gets just as big a share of the money usually because they take the financial risk of printing the games and often funding the project. So if a game fails the publisher is out big time.
