My advice (and I'm certainly no expert in providing investment advice), which I will follow when investing in mining, oil & gas.....or anything that involves a new development opportunity, is to see where they are in the approvals process AND see where they are in a project sanctioning process (what the company has invested).
The reality is, in order for this to happen, even quickly, an existing mine with all the bells and whistles (approvals and such) would have to already assembled for me to invest in again.
