I am not for sure, but I would think your broker would know, TA would know, and company would know. pain in the butt tho to have to call to find out. "TDA reorg" always seems to know if DTC or non-DTC.

I've never been charged like that for non-DTC stock purchase or sell. not sure what they are doing there. Zecco seems to do some stange things.

I have been charged $25 per sell of foreign stock. not sure where the charge originated from, company or TA,was not the broker.
