My guess is that this photo was taken under the New Wave Communications umbrella. There used to be a site newwavecomm.net, but I see that site no longer works. Probably been replaced with the Tower West Comm site.

Also, if you notice all of their Photo Webpages are Titled "New Wave Communications."
