hstrader: There are minimum quote size requirements on the otcbb depending on price ( see the link below ). Market makers have to show at least these amounts, but they don't have to show everything. The last thing they are going to do is show big size, if they have a large amount of stock to move, whether buying or selling. If they do show size, they are usually trying to influence the market, to their benefit. You have to watch level2 in more than one stock, and in a slightly thicker stock,( but not to thick, because you'll lose the transparency) to learn the "tricks" market makers use to move stock. Pick some stocks that average about 1.5M-3M on NASDAQ, and watch how the market makers, play the game.
