I may be wrong, but I am reading this PR as they are signing a Master Contractor Agreement that allows them to bid on the installation projects. I am not reading it as they are actually bidding on the projects. Vlado is pumping it up to seem as though they are bidding on the projects, but it reads like they are trying to get recognized as a contractor so that they can bid on the projects. Might this be the reason for the PRs saying that they are getting ready to bid on this and that and then no PRs either way on whether they got the bids or not?
