So based on that, you'd think by playing with the number of shares you want to convert, starting really high, one would be able to approximate the totals???? If say you wanted to convert X amount and it wouldn't let you you'd assume you were over the 10% mark. You then start backing that number down until the sale went through which could approximate the 10% figure.
But depending on what it is you may not want to convert now. You may want to wait till a lot on people do to raise the O/S so your 10% will be more share converted than rushing to do it now.
