If I ran CIL I would be in Oklahoma tomorrow and would checkout the manufacturing facility ASAP. If I thought it was OK, I would be moving ASAP toward making things happen. Why wait 45 days? I wouldn't wait 45 minutes! Let's get going! I would however, try to do my best to set up the initial factory close to the exisitng plant in NJ thereby avoiding unnecesary travel back and forth to Oklahoma. Why not create a prototype template facility in NJ and then replicate it much larger in Oklahoma.
