There are public hearings in which the council can present their distaste for the project. However, it is all just a formality and has little effect on the decision of the NH SEC to issue a permit. Others (Jon Edwards 'spencerforhire, for one) will tell you that isn't the case. Unfortunately for the council, there are forces higher than them that can see the forest for the trees.

That depends on who you talk to. The NIMBYS feel the city council (staunch opponents) can keep Laidlaw out. BTW there are many, many local citizens totally behind this project. Most others feel that there is enough support from the proponents in Berlin, the county commissioners, state and federal government and the overall push for biomass power generation to see this project bear fruit!
