I was able to match results in this case by using "Running Up Now" and "Running Down Now" by 0.001. I'm not convinced this will work every time, but I'll take it for now.

For future releases, you might consider some type of Alert that is basically just 'true', which basically allows you to get an alert when the Filter conditions are met at open.
