I understand your concern, and I noticed it also. In fact when it was posted there is nowhere in the US that it would have been 5:23. I do know I recieve many emails from friends that have some crazy times posted on them compared to the time they sent them vs. the time I recieve them. I'm not sure how or why it happens, but I'm confident that is the situtation here. It is possible that whomever recieved the email could have their email time zone set to the wrong location. If you look at your email settings there is a zillion lol... choices to choose from.
