I suspect that the O/S has been increased just by the way the market is now acting on this stock PPS.

There was a time before the A/S was increased ( 03/12/09) that the pps would move in large increases on low volume, now, the PPS drops when buys out perform sells on larger volume, that makes no sense, unless we had a large issue of shares.
