About the SHO list,

Shorting, legal shorting, even if you short half of NEOM would not put NEOM on the SHO list. Naked shorting just those 6 1/2 would do.
There is a big difference about legally shorting (delivering the shares) and naked shorting (selling short without delivering).
Once a stock gets into the SHO list, the only thing one can assume is the minimum of shorted and not delivered shares, but not the maximum. This time it seems like the amount was not very significant, but one only knows "apres-coup".
As for legally, delivered, normal, shorting....I don't really care, as those will have to be "covered" at some point (bought) adding more excitement to the roller coaster.
I am happy to know that we came out of the SHO.
