Absolutely SPOT ON ~~ the ability for many to continue paying their utility bills (in a responsible manner) will be very difficult!

Prime example of what you should concentrate on any time they have an Eco catastrophe they are hailing as a possible dooms day scenario...follow the money...that is their goal...nothing more..nothing less..Remember the hole in the Ozone ???..when was the last time you heard about that ???...it is still there..it always will be there..but in 2010 Air Conditioners with R-22..will no longer be allowed to be produced...they will all be R410..which operates at much higher pressures which will in turn lead to coil leaks at a higher rate then the current system..costlier for consumers in the long run...there are a whole lot of other costly repercussions with the Refrigerant changeover but another time..BTW...the by products from the manufacturing R410 will probably be exposed once R-22 is eliminated..requiring yet another refrigerant be developed..the taxes that have been levied on the refrigerants have been staggering...:^((
