It is probably the pattern day trading rules. If you have less than 25G in a US account you can only go in and out in the same day 3 times in a 5 day period. The government trying to save you from over trading. I am not familiar with scottrade's house rules but I doubt they are scottrade's rules as they want your commissions. Nonmargin accounts may be restricted also due to the settlement times (t+3).
