Yes that is how I see it, this is not a full 100% rollout to start in March. It seems like they will test it out in a few Lowes Stores and see how it does, and Lowes will decide from there what to do.

Let me repeat this! This is not a market test!!!! NA's don't market test! You qualify as a vendor based on a massive amount of due diligence and criteria, and with a product suspected of quality sales!!!

You start a roll out, which this is, at a starting point, or region, and spread. You use each store added as a model for continuation of the roll out and the implementation of the sales ordering, dispositioning, and delivery of the product and the schedules needed to accomplish this!!

Very few companies can "shotgun start" a nationwide rollout, nor would any of these NA's want a "shotgun start". It is called a controlled and orderly implementation!! And that is the way it should be. Watch this pick up steam quickly though.
