I see NO ERHE Symbol in this article so it is not relevant. It does state --- The US government has formally charged engineering services company KBR in a $180 million, decade-long scheme to bribe Nigerian officials to secure $6 billion in contracts.

In other words it was going on for more than a DECADE ---- So limitations were not relevant--- it was not a single incident but ongoing for a DECADE!!!
