You are correct. When volume is low, anyone can affect the share price by purchasing a small amount./

It does suggest a low share count. The question one has to ask themselves, is why would anyone buy 500 shares, when the cost of the trade almost exceeds the value of the purchase.

That's why I'm talking MMs.
