MODEN Fuel is a monopropellant that does exist.

As mentioned in the Cyclone Power press release, MODEN Fuel was designed as a torpedo fuel and has been tested by the U. S. Navy, though the Navy does not currently use it. The formulation is proprietary, but it is made from available industrial materials. MODEN Fuel is non-toxic as are the exhaust products. Also mentioned in the press release, is the fact that the inventor lives in Richmond, RI. Moden moved from Bristol to Richmond about 3 years ago. Right now, only Moden and companies signing a non-disclosure agreement make MODEN Fuel. MODEN Fuel is not available to the general public since its proctical use is in air-less environments such as space and undersea. Its cost is less than $5 per pound subject to quantity discounts.
