Why would you say they are on their last leg? All they have to do is change the name AGAIN, reverse split AGAIN, and be open for business to sell shares AGAIN--do a name change--sell shares--reverse split--do a name change--reverse split--sell shares. Get the picture? It doesn't have to end. It's a perpetual scam. JMHO, of course.
