No. I think it's the same seller. The seller is willing to take the .0019, but the mm's want .002 from retail so they can make a buck. Typically when I see t trades, I view it as a buy to cover for shares sold short during the day, almost always at a slight discount so the mm can pocket the difference for his services. The seller will get .0019 from the mm when he covers what he was able to sell short at .002. The mm won't short more than he has available to cover from his client.
