I don't know either. I do know that when it comes to legal documents, an apparently insignificant detail can at times take several days to resolve, and if there are ongoing negotiations, the filing could be a moving target. Sometimes you just have to cut off massaging and go with it. Hopefully there is a deadline coming that will force their hand.
Therein lies the problem... Just like most every other pink, this company knows what's really going on here, but they won't tell us because they don't have to. We're just the suckers that are buying the stock.
