How does he qualify?

I worked for a very short time after I graduated from college in the department of welfare in NY. In the three months I worked there, I only visited women (no men) who qualified as "Aid to Dependent Children". These were women who had young children (usually out of wedlock) and had no way they could work because there was no childcare available to them.

What would you suggest they do?
