All of you need to take a deep breath and stop guessing about the legal protection of confidential information.
The next time I hear of an Intel employee being reprimanded for leaving a document labeled "Intel Confidential" out in plain view I will advise him/her to tell their manager to chill out. It's really no big deal. The lack of consistent policy on confidential material shouldn't in any way lead someone to conclude Intel doesn't do their due diligence to protect confidential material.
