Don't forget that as we look at real time trading activity on computer screens and hand held devices, news is coming from a region without electricity or clean water, minimal phone service, and a host of other things we take for granted.
Doubtful there will ever be enough controls in place to account for every stone or rock, but I'm hopeful there will be enough for everybody.
The obvious cure for poverty is money.
When we have been producing month in and month out for a period of time, and a basic level of confidence for the future is allowed to set in (and be believed), there will be less reason "pinch" anything extracted.
Besides, I think that kind of thing is looked at differently over there. Theft brings dishonor not only to the individual, but the family.
Once people have enough to eat, there are certain social and religious restraints in place that should minimize that kind of thing, or at least the most egregious examples. Best regards.
