sortagreen -- yet another nail in the coffin of the mythology that what has happened was somehow all or only Bill Clinton's doing, or somehow inevitably built into the system by what had happened on his watch -- some of the preconditions for what has happened were indeed put into place during in particular Clinton's second term (with that Republican Congress) -- but (and going well beyond just this aspect) things did not begin to spiral out of control until dubya thanks to things that happened in keeping with dubya's policies on dubya's watch
