cableguy....a signed contract saying something like 'we've agreed to carry you' or 'we're giving you authorization to speak with the units within our company' doesn't put the information in the database...I can see that being a separate step....

simple answer think about if they announce the carriers and Q is not in the system. The phone people will say I don't see that channel. Then people will go nuts and say it is not true.
The billing cycles are updated on different days, Im sure they want to be in the system when they announce so people can sign right up .
