Yes, if you ave more than 5% of the OS, you have to file a 13D or 13G. Doesn't affect your ability to trade the stock. If you fall below 5% you won't have to file (udate the filing) anymore.
It had no effect on NSS one way or another as it is just a filing required by the SEC.
