yes, it is true that companies have to pay for the service...or else all the pinksheet companies would offer the Free L2 to entice investors to buy their stock

I guess the company anticipates us not having to look at "no bid" x .0001 in the near future (I assume near future as the question begs "why now?")

Mtncabin, I asked a similar question on the 141 board last evening, and later find out that the price, I believe, is ~$28.95/month to have this service hosted on pink sheets for a company. Further still, of the dozen or so companies I looked at yesterday, none of them paid/made use of the service.
