I've seen any number of other penny stocks with partners, contracts, products, deal, pictures, etc.... go "poof" too. They'll say anything to suggest value. I suspect Magnum knows their prospects are poor but they're looking for cash from shareholders.
The only company I've seen where the 'company' didn't seem to have anything but still scammed investors out of a bunch of money was Digital Gas--the CEO there was using shareholders' money to renovate his house and didn't spend a dime on anything which could be interpreted as operations. However the shady companies which actually buy equipment and have a space generally can rake in a lot more of shareholders' money.
It's not puzzling to me that Magnum isn't announcing percentage of completion of their contract or the money they made so far. Sales are the single most important item but Magnum is tight-lipped about that for a reason. I would bank that the quarterly report will come out and show zero in the revenues slot.
